General rule on fixing the bra size?...
Band too Tight Increase Band Size Decrease Cup Size
Band too Loose Decrease Band Size Increase Cup Size

The centre of the bra doesn’t sit flat against your body.
Your cup size is probably too small. Try a bigger cup size ( C to D).
Underwires are not in contact with the ribcage. Try a bigger cup size (B to C).
The breasts are flowing over the bra cup. Try a bigger cup size (B to C).
The back of your bra rides up. Go down to the next band size (from 34 to 32).

The fabric on the cups is gaping.

The cups are probably too big, try going down a cup size. (D to C)
